The EU PPWR, formally known as Regulation (EU) 2024/1781, supersedes the former Packaging and Packaging Waste Directive 94/62/EC with a harmonized strategy on packaging sustainability. The EU PPWR Regulation came into force on February 11, 2025, replacing the existing Directive with a uniform, directly applicable legal text across all EU Member States, with a general date of application set for August 12, 2026.

For the pharmaceutical industry, this shift necessitates a proactive engagement with Regulatory Affairs Services to ensure every step—from design and material selection to documentation—meets the rigorous new standards for recyclability, minimum recycled content, and packaging minimization. Navigating the specific exemptions for primary and safety-critical packaging while ensuring compliance for secondary and transport materials will be a key challenge for regulatory teams.

The regulation’s main goals are ambitious but needed: avoid and limit packaging waste, make all packaging recyclable by 2030, increase recycled-content use, and streamline rules EU-wide. The need is urgent—packaging waste in the EU increased by more than 20% over the last ten years, with predictions indicating an additional 19% rise by 2030. Plastic packaging waste would increase by 46%.
